Bob, here's your answer. Since you aren't mad, I hope this doesn't make you mad...
I use ReplayAnalyzer to process the replay after the race.  That creates a report and it is that report that I use for processing the points.  Whatever is in the report from ReplayAnalyzer is considered official.
Here's the output from the CupSpeedway report: Generated with NASCAR2003 Replay Analyzer

So, when I processed the points for the website, Rick was in position 1 and received credit for the pole.
Now, for as why you started on the pole instead of Rick, I don't have a definitive answer for that.  I can speculate that the game sorts by the time then the driver name so since Bob comes before Rick you ended up starting on the pole. BUT, that's just a guess on my part.
... And so it goes ...

I'm not sure that I agree with the fact that a secondary program overrides the primary game decision. But so it goes...

The replay clearly showed the 30 car started from the pole.

And the game clearly did not show you starting from the pole, but the secondary program overrode a game penalty and gave it to you.
Irony.

No I won the pole. And a penalty started me in the back....just like it does in the real world. Nice try

Gary this question was about Sunday Aug 16 According to the Replay Analyzer On that night it shows you qualified 14 with NO TIME posted.
No Gary, N2003 DQ'd you. RA gave you the pole. My point still stands.

No, I don't. NASCAR's rulebook has nothing to do with this. Why don't you just read what was written rather than imposing your own righteousness. Had we not been using RA, you would NOT have been given the pole. That is as simple as I can put it.
